In View Of Property Rights At The Core Of Government Services-based Model Of Land Management

The study on the new mode of land management is a hotspot and difficulty in the course of building a harmonious society and new socialist countryside in our country. On the one hand, with the advance of industrialization and urbanization, it is necessary to increase the expropriation scale of collective agricultural land, in order to the needs of non-agricultural construction land; On the other hand, because of the existing mode of land management with the core of cultivated land protection, which brings on the growing contradictions and problems, so, to speed up land reform, and probe into more efficient mode of land management have become an urgent issue.In response to these questions, the paper consider that the Government had better protect the land ownership, rather than arable land derectly, in order to inspire people protect their land better. The protection of property rights will be introduced to the land management, and the paper analyses the connection of property right protection and land management, so as to slove the issue of farmland protection with the protection of property right. Through the change of direct policy object of land management, the government will be from strict controls to guide service in their job function. Through the maturity of land management mechanism step by step, and the promotion of the use of land scale, it is feasible to mobilize the enthusiasm of people to protect their own land, as well as, limited resources can be put together, in order to exert a greater value of the land.Through the analysis on the existing pattern of land management and introduction of land property right system, the paper constructed a new mode of land management with the Institutional Change Theory as the theoretical basis. The system which is reformed from the original mode of land management with the land property right as core, the participation of public as guarantee, the monitoring and registration system as support, the transaction as drive, the guidance and plan of government as premise, information and marketization as means, reduces management and transaction cost, as well as increases social utility compared with the old management mode.Because of the new management mode for the case, there is no direct evidence, but through the study analysis of Land Management in Suzhou City, we can found that, it is not only effective to protect land, but also meet the economic development, through the land management department to define and protect property rights. The transformation of government functions obtains recognition of the audience, and the work bred and shown the possibility and necessity of a new mode of land management. In the new era with full of opportunities and challenges, there should be a change from strict control over the administration to the authorization of the public administration system in China's land management.
