This thesis studies an enterprise named J Group that was converted from a state-run research institute. Through the analysis of their performance management, we have identified the problems and the cause that existed in their appraisal methods. By means of performance management tools, we have established a suitable performance management system.The investigation started out with performance appraisal; applied the PDCA iterative design ideas. Under the guidance of the strategic goals of the enterprise, we worked out the objectives and principles of designing performance management systems. We also chose the appropriate way of implementation. By combining standard theoretical analysis with practical verification, micro-characteristics with macro-characteristics, qualitative analysis with quantitative analysis, we applied the PDCA cycles; introduced a balanced scoring idea; established a preliminary standardized and applicable performance management system. This thesis demonstrated the details of performance management system by using the office as an example. This covered the design ideas, principles, and the methodology of performance management system, the establishment of the management mechanism, the making of the work menu at department level, design of the appraisal standards, and comprehensive evaluation of the employees. In order to assure that the system is carried out efficiently, we set up the performance management mechanism for the assessment of the appraisal results, the feedback of the performance, consumption of the results, and the improvement of performance. Through the design of a new system, we achieved clear objectives of the performance management, comprehensive coverage, accurate appraisal results, complete functionality, tightly linked related components. The new appraisal system allows to explore the potentials of the employees and provides a healthy guidance for the employees, which in turn aligns the personal objectives with the strategic goals of the enterprise.After the privatization, the traditional research institutions have no prior experience in performance management to rely on and neither can they apply the model of large corporations. This thesis provides them with a new performance management design methodology that aims at the trends of the business development. The design has been implemented and we are going to keep a closeeye on the operations in the future.
