Commerce is one of the most important functions of a city and it has always been the most basic content of the city's economic and social life. The layout planning of the commercial network is one of the important one among the governments'common concern. A reasonable layout of the commercial network will promote the further development of regional business as well as the social harmony and it is conducive to the establishment of the city's image.In accordance with the commitments of entry into the World Trade Organization, many industries and departments of China's service industry are accelerating the opening up process. The existing market access restrictions will be gradually reduced or even canceled. More foreign investment enterprises will join in a wider range of business areas in a larger scale. China's trade in services has become a comprehensive pattern of opening to the outside world.At present, China is in a phase of rapid urbanization. Development of small cities and towns is an important way to promote urbanization. Small cities and towns as the main part of the future urbanization, there are many problems existing in small cities and towns'urban commercial network construction. So it is necessary to do a good job in the commercial network planning. Because China's urban commercial network planning starts late and relatively lacks of experience, theoretical research and methods, it has caused great difficulties in the establishment of commercial networks planning. To studied carefully and analyzed in depth as soon as possible in terms of policy, standards, theory and practice, etc. especially how to improve the scientific, forward-looking and interoperability from which aspects are problems urgently needed to study and solve.Qionglai city located in Southwest of Chengdu, with a strong business climate, has become an important economic center in South-West District of Chengdu after many years of development. Although the city has made great achievements in business, problems still exist and can not be neglected. How to guide the layout of urban commercial network and form a reasonable commercial network system in Qionglai City is a key issue for the healthy development of future business. By analyzing Qionglai City's current developing situation of the retail spots, assimilating foreign experience in business planning and using the research methods in business analysis on the basis of the Location Theory, Qionglai city's commerce network development strategies and developing models are discussed. Urban commercial network planning is studied from the prospect of planning in the process of rapid urbanization. Specific proposals are proposed for Qionglai city's urban commercial network planning and its layout.In this dissertation , there are mainly six parts included. The first part of this article introduces the research background, purpose and significance, methodology and framework. The second part briefly introduces the urban commercial network planning theory and analyzes the layout of urban commercial networks of the domestic and developed countries. The third part analyses the current situation of Qionglai City's development of commercial networks and uses the "SWOT" method to analyze it. The fourth part uses the relevant theory of urban commercial network planning to propose Qionglai City's layout framework of urban commercial network planning and the specific requirements for urban commercial network planning. The fifth Part V briefly introduces the characteristics of Qionglai City's commercial network planning and some recommendations for planning implementation are proposed. The final is the conclusion of this dissertation.
