Study On Urban And Rural Planning In Rapid Urbanization Areas

China is a large agricultural country and the issues concerning agriculture, rural areas and farmers have always attracted attention from all aspects, however, China's rural areas are still in early stages of development, and urbanization is the key to solve this problem. The report of the 16th National Congress of the CPC clearly put forward the policy, that is, to promote the economic prosperity in rural areas and speed up the process of urbanization. And the report of the 17th National Congress of the CPC also stressed that the issues of agriculture, rural areas and farmers are related to the overall situation of building a moderately prosperous society, which must always be the most important task in the Party's work schedule, and also, China should strengthen the foundation role of agriculture, develop agricultural modernization with Chinese characteristics, establish a long-term mechanism of promoting the development of agriculture and rural areas by advanced industries and cities, and integrate a new developing pattern for urban and rural economy and society. The policy in the report fully reflects the Party's emphasis on the issues concerning agriculture, rural areas and farmers and rural urbanization is the main indicator of rural economy development in the future China.For now, rapid urbanization in rural China has brought a long-term and arduous task of urban and rural planning, which may have a profound impact on future China. Chinese government had proposed the principles of urban and rural planning at the third plenary session of the 17th National Congress of the CPC. Urban and rural planning, particularly on how to play a role of macro-control and guidance in rapid urbanization areas, is the key to the healthy and coordinated development of urbanization. Experience and lessons, such as maximum utilization of local resources and developing in line with local realities, have become an important and inevitable selection in the process of urbanization.Linan, a town in Xianyou County, top of the whole Putian City in terms of urbanization speed, plays an important role in the development pattern of two gardens driven by one district in Xianyou County. However, due to division development stages of urbanization, Linan also faces more or less problems in rapid urbanization. It is necessary to study how the government would grasp and control the planning of Linan in the process of rapid urbanization. As for Linan, based on the previous analysis of the status quo, many aspects of urbanization planning, such as road traffic, water supply and drainage, land use, green system and landscape protection, which would provide a reference to Linan and other towns in future urban and rural planning, must be deeply surveyed and analyzed. This paper brings out research based on the background mentioned above.
