Thus environment and social benefit is not satisfying. Application of analytic hierarchy process for index weight determining. It proposes quantitative model of comprehensive utility and comprehensive utility degree based on multi-attribute group decision-making theory.Finally This paper make a application of utility evaluation model for Chaozhou City Historic Torii Street conservation and renovation, has carried on utility evaluation to the historical area conservation and renovation, has made the uncertainty analysis for sensitive indexes and parameter based on utility evaluation result, finally proposes scheme and the model optimization suggestion.
