The Research On The Benefit Evaluation Of Comprehensive Renovation Of Land

China has a large population together with the small per capita agriculturalland, with the problem of cultivated land resources shortage and the obvious inconsistency between human and land. With the development of economy, the increase of population and the process of industrialization and urbanization, human's need for land resource is daily on the increase. There is a very important problem in relation to human's existence and development, and the issue is how to accomplish coordinated development between reasonable exploitation, use of land resource and the population growth.To carry out a comprehensive renovation of land is of far reaching importance. The significances lie in adjusting and reorganizing the structure and layout of land use, raising effective farmland area, raising the land-use capability and the yield rate, promoting scale operation of the cultivated land and industrial assemble progress and concentrating population, improving the ecoenvironment.Evaluation research on the comprehensive improvement of land is of importance to scientifically directing and reasonably arranging such a program and can provide the theory base and reference for carrying out it preferably. Taking combined revenues as the standard of the success of a comprehensive renovation program is useful for the judgment that the project alternatives could promote the land consolidation healthily or not. It'll provide a scientific basis for standardizing land consolidation activities and provide technical assistances.The research combined the theoretical analysis with the empirical studies, relying on theoretical exploration and by using empirical research mainly. The thesis attempted to carry through field research with the program, aiming for the best combined revenues and based on analyzing the factors that would influence the benefit of comprehensive improvement, by drawing lessons from land arrangement theories and correlation research results. And then it confirmed the technology line of the benefit evaluation of land comprehensive improvement through analyzing land comprehensive improvement's intension, theoretical basis and principle.This thesis took the program of Shanxian, Henan Province for example, via on-site inspection and expert questionnaires take preliminary shape, by using AHP, optimizing and screening, and then it had initially formed the more equitable system of evaluation of Shanxian's five project areas. Comparing with Zhang West Town, Caiyuan countryside, I established the combined benefit evaluation system of land consolidation project by selecting eleven evaluation indexs from the land economic effect, social effect and ecological effect. And then I confirmed the index weights by using analytic hierarchy process combined with Delphi Method. Finally I figured out the combined revenues scores of the land consolidation project and comprehensive improvement project.Through comparative study and the result of investigations, this article draws the conclusion that the benefit of carrying out comprehensive improvement project is more than just carrying out land consolidation project. This is because the land consolidation project attached less importance to ecological benefit, thus it couldn't reach the high combined revenues. On the contrary, comprehensive improvement of land started with the three aspects of social, economic and ecological benefits and obtained the optimal comprehensive benefit. The thesis yielded the following conclusion: 1. the comprehensive efficiency evaluation of land consolidation has an important significance both in theory and reality; 2. the efficiency of comprehensive improvement is generally higher than land consolidation; 3. we should select the optimized project area according to the result of benefit evaluation while carrying out the comprehensive improvement of land.
