With rapid progress of China's modernization, the impact of public service industry to national economy is increasing remarkable. Intensifying public services is both an important part for accelerating the development of the service industry and a major guarantee for boosting the faster development of various service fields, as well as the intrinsic requirement for transforming government functions and building a harmonious society. How to develop and bring into full play the role of public service industry effectively is a crucial problem. In order to solve this problem, it must be understood the value generation process of public service industry and the influence on economic development. Existing researches directly calculate the influence by regression methods without discussing the value generation process of public services. However, lack of solid foundation makes these studies unable to discuss the result deeply. Therefore, this thesis, starting from these basic questions, analyzes the function mechanism of public service and the extent and impact of it to national economy.Based on current researches home and abroad and relative theories such as labor value theory and input-out theory, the concept of "value" is taken as the main thread and a sufficient study of public service industry is followed in this thesis. The main conclusions can be summed up as follows: first, according to labor value theory, the thesis makes a conclusion that public service industry creates value like other service industry, after the author investigates it. Second, the author uses input-output model to calculate influence coefficient of government and explains that the government has double characters of production and consumption. Last but the essence of the thesis, by combining the second-stage input-output theory with SDA theory, the author constructs a second-stage input-output biased model to deduce the formula for computing the contribution degree of both government consumption and tax to GDP.
