Since the CDMA network transferred to Telecom, the teleeoms have a dream of mobile licenses, how to succeed in the short term to build a new telecommunications enterprises Tianyi networks become operational in the first when the current problem. Telecom companies have been curing all the year round to occupy the dominant position the area, and mobile field of Posts and Telecommunications since moving to divest the business after hours has become an empty area, only to adapt to changes in the market, the establishment of efficient project management mechanism, in order to improve their own competitiveness. Project management in modern management as an important branch of scientific disciplines, in 1982 the introduction into our country, has been twenty years, but in communications engineering construction only one still in its infancy. We need more communication through the project implementation, project management and communication in practice to explore the characteristics of project management.In this paper, the theoretical framework of project management as a guide, combined with Yili Telecom Co., Ltd. Mobile signal covers the engineering project management, specifically addressed in the project management process used in the project management methods and means. This article first analyzes the status quo of China's communications industry, several major telecommunications carriers and the strength of the macro market environment; then in accordance with the strategic objectives of Yili raises the need for the project construction; later in this article focus on a cover Yili telecommunications engineering project management practice, the use of theory and practice of combining methods, on the risk of project planning, risk identification, qualitative / quantitative risk analysis, risk response and risk monitoring risk management technology for a more in depth research.
