After the third time reform in industry of telecom, all of three telecom operators change a lot in framework of organization and content of operation, especially the China Unicom as which combined the China Netcom and the primary China Unicom. Inheriting the traits of the primary China Netcom, the strength of the China Unicom in north of China is different with which in south of China. As the function of the county branch company of China Unicom is operating, the study aimed to find a strategic tactic for it through the research on operating.Firstly, the study describes the content of the recombining in aspects of framework of organization,operation,enterprise culture and abstracts five elements (Operational efficiency of assets,channels,brand,products,social relations) through which to analysis the changes of the county branch company of China Unicom in north of China during the combining. Based on the first step the study uses the SWOT matrix to list components in Strengths,Weaknesses,opportunities and threats and sorts these components by Questionnaire Design. Finally, the study gives the final strategic tactic for the county branch company of China Unicom in north of China, which can be divided into three aspects:1 .The county branch company of China Unicom in north of China should increase its mobile users firstly.2.The county branch company of China Unicom in north of China should also stabilize its telephone users and Wind Band users at the same time.3.Based on the tempo and the foreground of 3G, the county branch company of China Unicom in north of China should pay a lot of attention on the competition in the field of 3G.
