The reorganization of China's telecommunications operators and the issuance of 3G licenses means that China's entry into the 3G era.China Telecom is a traditional fixed-line operators, after getting the 3G license, it become a full-service operators. China Telecom is currently facing the main question: in the new market environment, what should be the development of competition in 3G development strategies and marketing strategy of the company, and how to play its own advantages and achieve the healthy development of enterprises.This thesis is written in this key time, it uses the knowledge of Business Management to analyze, select and execute the development of China Telecom's 3G, which gives the reference to its 3G development strategy.In this article, firstly, this part introduced the basic concepts of 3G and described the developments in foreign countries in now, and analyse the reasons for the success of 3G development, and give a future growth in the mobile phone space in a quantitative prediction. In strategic analysis, analyzes China Telecom's exterior general environment using the PEST analysis method on China Telecom's external environment facing the PEST analysis; and then analyzes the internal capacity of China Telecom and CDMA2000 industry value chain; at last makes the comprehensive analysis on China Telecom's strength, weakness, opportunity and threat using the SWOT instrument. The part of strategy selection identifies China Telecom's differential 3G strategy after the strategy analysis.On the part of strategy execution, classifies the differential strategy implementation system of China Telecom's 3G into 2 sections: differential 3G industry value chain, differential marketing strategy, and puts forward the countermeasures and suggestions in the strategy implementation course.
