The Improvement Research Of Telecom Enterprise's Requirement Communication During A It-Project's Planning Phase

Along with the rapid development and widely application of information technology, the level of information technology's development has become the core competence of a lot of companies, especially for telecom enterprises. Telecom enterprise as the High-Tech enterprise of the nation, the level of information technology is very high, there are many IT requirement in their work. Therefore, confronting numerous IT requirement, there are many requirement communications and discussions between the IT department and the business department. In the age of 3G, the number of requirements which IT departmentas confronted showed explosive growth, the communication method between IT department and business department need some innovation urgently.From the daily work and some investigations, I found the fact that the communication cost between IT department and business department is very high, this fact has a negative impact on the IT-Project's developing process & overall progress.The research objective of this paper is defined as: From the perspective of IT department's IT planning staff, on the basis of problem found in daily work, by reesearch and analysis, considering the related characteristics of the telecom enterprise, I'll find the improved method of the requirement communication between the IT department and the business department during a IT-project's planning phase in a telecom enterprise finally; make the telecom enterprise's IT department staff to handle lots of IT requirements easily in the new technical background and business background; reduce the requirement communication cost and raise the requirement communication efficiency in order to lay a good foundation for following IT project developing & project management.
