The Systems Of Nanning Agriculture Committee Project Management Platform Requirement Management And Communication Management Research

Nanning Agriculture Committee ("Committee") is a city government department in charge of agricultural planning, and production. In the process of boosting city's agricultural development, Committee needs to achieve standardized, scientific and information management for the whole course of the agricultural projects' declaration, approval, publicity, release, implementation and acceptance, hence, City Agriculture Committee Project Management Platform is implemented. With the focus in city's annual agricultural development constantly changing, platform-wide application expanding, and the requirement for the function of new agricultural projects category platform increasing, which has many system works on it, it challenges both of agricultural information center who is responsible for project management and business applications staffs of Committee to improve the System so as to manage the City's agricultural project. And the system of requirement management and communication management matters with Committee mostly.In this paper, by doing researches on the management of requirement and communication of System, the following inadequate were found in the requirement management:requirement management unplanned and unregulated, obtaining for requirement incomplete, content not uniform, requirements conflicting, the requirement records not fully summarized, etc.; and in the communication management:lack of communication expectations, communication mode selection not appropriate, users' willingness for communication not strong, enthusiasm not high, participation not enough, and communication skills needing improvement, etc.Based on the project management's methods, tools and techniques, and by the way of analysis using theoretical and practical methods, this paper proposes some measurements for strengthening requirement management projects by drafting of requirement management plans, implementation of requirement confirmation, and assurance of the approval for requirement changes. It also brings forward some means to improve the communication management by drafting plans, Carding stakeholder information so that information symmetry. We hope that these experiences and summaries can help to carry out the related works in the future and also hope to provide some references for the construction of similar projects.
