Research On The Innovation System Of High-tech Industry Cluster In The Northern Shandong Coastal Area

Strengthening the high-tech industry clusters and technology innovation system is an important role to improve the regional competitiveness and foster economic growth. It is the most effective method of promoting local economic development There are unique natural resources and business advantages of clustering in the Northern Shandong region, but for some historical reasons, the economic development is not good. The careful study of the region's high-tech industry clusters and technology innovation system is particularly urgentIn this paper, through a comprehensive and systematic analysis of the study, it is concluded that:(1) High-tech industry clusters scientific and technological innovation are aggregates which are composed of subject elements, function elements and environment elements and affect in a particular region linked to each other. They pay more attention to the co-operation between enterprises and long-term accumulation of knowledge. Their lasting competitive advantages are the continuous innovative power within the clusters. There are strong atmosphere of innovation, intellectual resources-intensive areas and wealth of technology and human resources management(2) The cluster strategic is a successful way of scientific and technological innovation. There are many domestic and foreign successful experiences and models. Silicon Valley of United States, No. 128 road of Boston, Tel Aviv of Israel, Sofia of France and so on; the tie of Shengzhou, the Leather of Haining, the low-voltage electrical appliances of Liushi and so on. Cluster idea of building a scientific and technological innovation system has become a viable path. The method is based on four elements: the three driving force (the social, political and economic environment, the idea of the objectives of the cluster, the cluster idea of the course) and the idea of clustering performance.(3) Northern Shandong coastal areas are rich in resources and have great potential for development The innovation policy system of science and technology is becoming better. However, there are still irrational layouts of the structure; the concentration is not high; the professionalism level is low. The main problems are: the lack of function of the region; industrial clustering and matching rate is not high; the low level of industrial products; export-oriented industries.(4) The technology innovation system guiding principles in the area are: maintaining an overall plan to promote the development of regional integration; maintaining sustainable development and building ecological civilization; maintaining the development of a high starting point, high-intensive development; maintaining reform and innovation to enhance the development vitality; maintaining all-round opening up, promoting the process of internationalization of the economy; maintaining the area through science and education, improving the capability of independent innovation. The overall objective is as follows. The scientific and technological innovation body shapes in 2010. The coastal areas forms scientific and technological innovation and high technological achievements of radiation centers, and key industries in China have an important impact on the high-tech industry clusters scientific and technological innovation gathering center.(5) The overall framework in the area of science and technology innovation system is as follows. A science and technology innovation "core group" will be built and the Key Laboratory for the construction will be the breakthrough. Scientific and technological innovation service platform will be built and the business incubators will be the emphasis. High-tech Industrial clusters information sharing technology platform will be built with the network as the link. Business investment and financing platform will be built with the social capital as the emphasis.
