The high-tech industry is an important force promoting economic and social progress,its level of development reflecting a nation's scientific capabilities,technological capabilities and innovation ability.Quite apart from that,it embodies the nation's comprehensive strength and international competitiveness,where the ability of research is even more important.R&D efficiency is an important manifestation to enhance the core competitiveness of enterprises.Therefore,exploring the efficiency of high-tech industry research and development has become a hot topic of domestic and foreign scholars,in order to improve the efficiency of high-tech industry research and development.In recent years,development efficiency research carried out at the same time also exposed some problems.On the one hand,for the evaluation of R&D efficiency,the previous research simplify the research and development activities,only considering how much investment,how much output problems,and lacking of in-depth research and development activities within the process.The between of R&D activities and the output transformation is a "black box".Thus lack of evaluation of its internal efficiency.On the other hand,there is no research on R&D investment and output indicators,and there is no effective method to analyze the influence degree of input and output indicators,so that it cannot make reasonable allocation of resources.The analysis of the relevant literaturelack of high-tech industry in Shandong province research and development efficiency of the system evaluation.In view of this,this paper attempts to solve the following problems:(1)the introduction of technological innovation,in the perspective of technological innovation,open the "black box" of high-tech industry R&D investment to output,and to build research and development efficiency two-stage evaluation model;(2)Taking Shandong Province as an example,this paper analyzes the two-stage efficiency of R&D activities of high-tech industry in Shandong province,and puts forward the countermeasures to improve the efficiency of R&D;(3)Quantitative analysising of R & D investment and output indicators.Exploring the influence of indicators in the R&D activities,in order to achieve the rational allocation of R&D resources.In particular,first this paper combs the literature,analyzing the related theories oftechnological innovation and high-tech industry.Secondly,it analyzes the technological innovation in R&D activities,and constructs the evaluation index system of R&D efficiency of high-tech industry Finally,the empirical research is carried out,and the data of high-tech industry in 27 provinces and cities in Shandong Province are selected.DEA and Malmquist are used to analyze the static and dynamic calculation of high-tech industry in 27 provinces and cities in Shandong province.In addition,Efficiency of the status quo,using Granger test and impulse response function,analysing of input and output of key indicators,to identify indicators in the R&D activities in the influence.The main findings include:(1)R&D investment,output of Shandong Province high-tech industry are at a high level in the country,but the overall efficiency of research and development is lower than the national average;(2)the R&D level of Shandong Province high-tech industry between technology output stage and economic efficiency output phase does not match,and the two-stage R&D efficiency shows a certain downward trend;(3)the research and development efficiency value of Shandong provincial high-tech industry fluctuates greatly;(4)The number of patent applications occupies an important position in R & D activities,and has a strong impact on the initial investment and the final output.Finally,in view of the present research and development situation and existing problems of Shandong Province high-tech industry,this paper puts forward some suggestions on how to improve the R&D efficiency of high-tech industry and promote the development of high-tech industry.The main suggestions are as follows:(1)Consolidating the main business innovation,optimizing the investment of resources and creating a good R&D environment;(2)Promoting the effective integration of technology development and results transformation,improving the transformation mechanism of technological achievements,strengthening the transformation capacity of achievements;(3)Strengthening government support,playing the role of government policy support;(4)Strengthening international technical cooperation to enhance the international influence of high-tech industries;(5)playing the scale effect of enterprises to improve the efficiency of industrial clusters.This paper has three innovation:(1)Based on the perspective of technological innovation,the evaluation index system of R&D efficiency of high-tech industry isconstructed.(2)DEA model and Malmquist index method are used to analyze the efficiency of R&D from the whole and the two stages.(3)According to the status quo of R& D efficiency of high-tech industry in Shandong province,Granger causality test is used to analyze the interaction between R&D input and output indicators,finding out the key indicators that affect R&D activities,and through impulse response function,analyzing the key indicators,the relationship between the positive and negative direction of the indicators,adjusting the delay and stability process and other information,providing scientific and technological recommendations to improve the high-tech industryin Shandong Province.
