In recent years, with the rapid development of the economy and the further reform of institution, the huge power of non-public sectors of the economy has showed itself. In cultural fields, non-public ownership enterprise has shown a trend of rapid development and has become an integral part of new emerging forces. However, the existing cultural system faces many restricting factor holding back the development of the non-public cultural enterprise. In terms of market access, information exchange, project tendering, taxation policy, investment and financing policies, non-public cultural enterprises are suffering discrimination of ownership. To change the cultural restructuring that has hampered the development of the non-public sectors in cultural fields would contribute to improve the survival environment and to obtain a bigger development.This paper attempts to analyze the non-public cultural enterprise development problems as well as the institutional factors resulting lead to these issues, commitment to study how the cultural system can be more conducive to the development of non-public ownership enterprises. It focusing on three major difficulties which non-public owned cultural enterprises development faced now: restrictions on market access, financing difficulties and shortage of qualified personnel.This article is divided into six parts, the introduction part puts forward the purpose and significance of this study and gives the studying ideas and article framework.in the beginning ,the paper puts forward a thesis that non-public cultural enterprises have become an important new force for Chinese cultural industry, and pointed out that through induction the non-public cultural enterprise is facing non-national treatment to reveal the necessity and urgency of institutional reform.Then paper with three chapters devoted to study reform initiatives of the market access mechanism of reforms, credit and financing mechanism, personnel training mechanism, tries to give some specific measures to improve the survival and development environment of non-public cultural enterprises and avoid ownership barriers. Finally come to the conclusion that cultural institutions and policies are the primary factors affecting the development of non-public cultural enterprises, and government should actively promote the institutional reform for market access, financing mechanisms and personnel mechanisms to create a good external environment for non-public cultural sectors .
