Research On Pefecting China's Basic Medical Insurance System For Urban Residents

The implementation of new medical reform program in 2009 will increase the enrollment rate of national health insurance for urban workers, the basic medical insurance for urban residents and farmers, which be called as the three major public health insurance to more than 90%. However, the basic medical insurance for urban residents was starting so late that the program is not ripe. With the process of urbanization, in next 3 years, the population of worker in urban will reach 400 million and the urban residents will reach 700 million. How to achieve this goal? The focus and difficulties are how to compare the 31 trying urban residents patterns of basic medical insurance in order to analysis and position the level of their insurance status to summary its main problems, to learn the practice of medical insurance experience from domestic and abroad, and at last to make recommendations. It aims to provide the reference of how to promote the basic medical insurance for urban residents across the country; to reduce the medical burden of urban residents through designed the system reasonably, to raise the level of protection, to meet the medical needs of urban residents, to enhance the enthusiasm of urban residents to medical insurance and promote social fair.
