Research, Basic Medical Insurance System For Urban Residents

Diseases are one of the risks which human cannot forecast and avoid, and the influence of diseases for the human is huge. Therefore, the medical insurance become necessary. Our country has already established the basic medical insurance system for cities staffs, and then started the pilot project for a new system of cooperative medical and health care services in rural areas, and set up urban and rural medical assistance system. Even the cities staff basic medical insurance and new rural cooperatives medical service system rapidly developed. In order to solve the problem of medical insurance for urban residents, our country starts to promote the urban resents'medical insurance system, and people lives in the cities has no medical insurance also enjoys the basic medical insurance.This paper uses Qingdao as an example, to describe and analyze urban resident basic medical insurance in Qingdao systematically, profoundly and meticulously by using system analysis, quantitative analysis, qualitative analysis etc. It also analysis problems of urban resident basic medical insurance system in the process of implementation, and which provide scientific basis for the urban resident basic medical insurance system in Qingdao. This paper includes five parts:the first part is an introduction. This part makes an analysis on the significance of the topic, analysis the status of current research and describes the research method of the paper. The second part is the theory study of the basic medical insurance system for urban residents. It introduces the concept, characteristics and theoretical basis for the basic medical insurance system for urban residents, the background of the set of basic medical insurance system for urban residents and the significance of the establishment of basic medical insurance system for urban residents. The third part is the case study of the basic medical insurance system for urban residents. It introduces the background and main contents of the basic medical insurance system for urban residents and analysis the main issues for the basic medical insurance system for urban residents. The fourth part is the policy suggestion for the urban basic medical insurance system. Based on the analysis of the previous section, combination with the economic and the social development of Qingdao, it puts forward with the countermeasures and policy suggestions for the basic medical insurance system. The fifth part is the conclusion of the thesis; it analysis the findings and the limitations of the thesis, and the further efforts of this study.
