| The wide use of information technology and deepening telecom system reform had brought qualitative changes to China telecom business. As an advanced corporation in telecom business, China Mobile is meeting great challenge in a dynamic, disordered and unbalanced surrounding. In order to respond this changing situation and keep superiority in market, China Mobile built a Full Service Network. How to act correspondingly is becoming an important subject for telecom corporations in every district.Based on the analysis of operational environment, strategies in New Telecom and New Unicom and current situation in Jiangxi Mobile, this paper is looking for the critical elements for Jiangxi district in time of Full Service Network. And building on the analysis of SWOT and other relevant analysis, to predict the next two years of Jiangxi Mobile users and the development of ARPU, MOU and business, it puts forward systematic tactics for Jiangxi Mobile. It points out that, in the near future, Jiangxi Mobile should expand core business to surrounding areas, trying to provide excellent comprehensive information service. Carrying out client-focused information-based innovative strategies, fulfilling diverse developing strategies completely and exactly, orienting in high-level market, to provide comprehensive information service in a wider range through full service integration, and realize efficient development.On how to fulfill these strategies, this paper provides very detailed suggestions in product combination, promotion, service channels construction, administration and risk defending. It expounds on the developing strategies for "3G" products, voice products and increment products.
