The CPC's Fourth Plenary Session of The Sixteenth Central Committee has put forward the grand strategic objective of constructing the Socialist Harmonious Society. The most important aspect of a harmonious society is the harmony of social relationships, among which the most important one is the labor relationship, which is of the fundamental position among the whole social relationships. With the deepening of the economic system reform of China, as well as the constant adjustment of the ownership structure and industry structure, the labor relationship has become more and more complicated.The unprecedented social reform has not only brought great energy to the development of China, but also caused various conflicts and problems. One of the latest problems is the protruding labor conflicts and increasing labor disputes.Solving the conflicts and disputes between the labor and the capital by collective consultation has become an important mechanism and effective approach in China and foreign countries to improve labor relationships. Thus, how to realize the operation mechanism of collective consultation system and its development in China, and how to appropriately apply the collective consultation system in the new period to construct a harmonious relationship between labor and capital have become focused.The Collective Consultation System is called Collective Bargaining System abroad.It has become an important approach to settle the relationship between labor and capital.In China, the collective consultation has been gradually established and developed with the issuance and implementation of the "Labor Law of PRC", and has been developed into an effective system by constant research and practice. China has made great efforts in the promotion of the development of collective consultation system and the research in the legalization, systemization and standardization of collective consultation system, and has made great achievements. However, compared with the collective consultation system with the history of a century in Western countries, the collective consultation system of China is still in the stage of preliminary development, and many problems and defects still exist in practice. For example, the legislative level of consultation is relatively low, the labor and capital sides are unequal in practice, and the promotion function of the labor union has not been further exerted. Further research and discussion are still needed to improve and exert the functions of the system.The body of the paper is composed of 5 parts. Part one is the introduction, which introduces the origin and significance of the topic, as well as the Research Review and research methods and pathway, and defines several concepts in the article. Part two is the theoretical analysis and operation mechanism of the collective consultation system, which mainly focuses on the characteristics, Theoretical basis and basic operation mechanism of the collective consultation system, and the orientation of the labor union in collective consultation. Part three is the development and reference of collective consultation system in China and foreign countries, which mainly introduces the development and reference of collective consultation system in foreign countries, and the development process and significance of collective consultation system in China. Part four is the status of collective consultation system in Shandong Province, which mainly introduces the development process and related actions of collective consultation system in Shandong. Part five is the major problems in collective consultation system and the countermeasures, which mainly put forward detailed suggestions from the viewpoints of law, labor union and governmentin accordance with the problems existing in collective consultation system.The innovation in the paper is that: the promotion of collective consultation system in Shandong Province is taken as the example, and the operation and development of collective consultation system has been deeply analyzed and studied from the viewpoint of a main body of collective consultation-the labor union, with relative collective consultation theories, so that feasible countermeasures and suggestions to further development and perfection of collective consultation system in China are put forward. This may be the significance of the paper.
