Research Of Co-governance With Government-led In Urban Public Utilities

During the process of governance theory combined with practice in our country, the author found that the implementation and realization of effective governance in China are restricted by two aspects, which is different from the status in western countries (the birthplace of governance theory). One aspect is fundamental differences in the levels and ways of productive force and the other are fundamental differences between the legal order and the degree of development of civil society. It is just the two differences that cause the second "malfunction" of the governance in China. Based on the development of governance theory, and combined with the practice of social development and administration reform in China, the author promotes the cooperative governance framework that is "government-leading, joint participation of pluralistic bodies, consultation and cooperation, full expression of social benefit, effective coordination and integration, joint development of social and public interest". The framework has been improved gradually with my research process on reform and supervision to public utilities in cities.During the new historical period, the reform and development in China have come into the stage of system reconstruction and stability. With the successful reform to economic system and the promotion of enormous productivity, there are new requirements to the original architecture and governance of society. We face a choice among "government-leading", "market-leading", and "cooperation of pluralistic bodies" in the process of reform and development. At the same time, we are withstanding the mixing result of three situations which are "government failure","market failure" and "governance failure". The western governance theory cannot be applied in the specific conditions in China. So, we cannot treat it simply, or it will do nothing to promote the practice of development and improving social governance.In this article, the author adheres to the principle which is "theory combining with practice, theory guiding practice, practice improving theory". By analyzing governance theory and the environment and major contradiction of China's governance practice, the author promotes "cooperation governance" theory based on the governance reality of Chinese society, which adhere to government-leading based on undertaking public duty and realizing public interest in the network of pluralistic cooperation governance, improving harmony of social interest and development of public interest.Mainly from the perspective of theory, the author elucidates the background, developing environment, inheritance and development, value and objectives, content framework, expression mechanism of benefit bodies, interest relationship, and implementation mechanism of cooperation governance in the urban public utilities. Combined with market-oriented reform of public utilities, the author also reconsiders the standards and border issue of market-oriented reform of public utilities with a mode of cooperation governance.
