Construction Of Commercial Endowment Insurance System Of Land-expropriated Peasants

With our country's rapid economic development and urbanization, industrialization process speeding up, a large number of land has been taken to meet the needs of socio-economic development. However, because land-expropriate system is imperfect and land ownership is not clear and other reasons, there are series of questions in the course of land-expropriating, of which the most prominent one is about the resettlement of the land-expropriated peasants. From the job placement manner that we used in the 80's 20th century, to the monetary resettlement manner that we use in many areas of our country at present, we can not effectively solve the problems of the land-expropriated peasants. The most fundamental approach should be a suitable endowment insurance system that set for them, which is the only way to solve their worries and they could have the protection of life. Now many areas of our country have already started to try setting up land endowment insurance system for the land-expropriated peasants, mainly in the the mode of social endowment insurance, however, because of the limitations of social endowment insurance such as remote interface and the unfit insurance programs and so on, as well as the non-standard operations during the implementation process, although some ideas about building the ndowment insurance system of land-expropriated peasants are good, the actual results cannot satisfy us.China's commercial endowment insurance developed rapidly in recent years, product design technology increasingly sophisticated, protection capacity gradually improving, and coverage expanding. As one of the three pillars of the old-age security system, commercial endoment insurance can effectively solve the problems that the social endowment insurance can not solve at present such as remote interface and so on. Its characteristics and nature are more suitable for the land-expropriated peasants and more conducive to solving their endowment problems. Therefore, this paper attempts to jump out the circle of social endowment insurance to make a research of the construction of endowment insurance system of land-expropriated peasants from the point of view of commercial endowment insurance. First, illustrate the necessities and feasibilities of the construction of commercial endowment insurance in theory and draw the experiences and lessons from the areas that once took commercial endowment insurance. Then take Shandong Province for example, using the analytical methods such as game theory and econometric model to explore the way of building the system by making reaearch on the sources of funds and the payment modes and the design of the pension and the circuit of the implementation. Finally on this basis, make some relevant policy recommendations to ensure the set up of the system, such as reform land- expropriate system and land compensation system of land- expropriate, set up peasants association in order to strengthen supervision of land- expropriate circuit, strengthen the effect that government should make in the process of the construction of the system and help land- expropriate peasants re-employed.
