The Research On The Problems Of Land-expropriated Farmers’ Old-age Insurance With Background Of Urbanization

With the process of industrialization and urbanization, more and more of theagricultural land are being used for non-agricultural construction land, leading to theemergence of large quantities of land-expropriated farmers in recent years. Some of themeven have no lands, no skills, no jobs and no social securities, which has impacted thesocial stableness and cumbered the economic development of our country. How to resolvethe resettlement of landless peasants and build the pension insurance has arousedwidespread concern of people from all walks of life. This paper consists of five majorparts:The first chapter of this thesis introduces the research background and significance. Italso introduces the literature review about the research process of land-lost peasants’old-age insurance both in domestic and foreign areas, and then chapter one shows theresearch contents，the framework of this thesis，means, research goals and creativity.The second chapter firstly defines the concepts of “land-expropriated peasants”,old-age insurance and land-lost peasants’ old age insurance. On this basis, chapter twointroduces the basic theories employed analysis of the research，mainly including Theoryof Social Security, Three Pillars of the Theory of Social Insurance, Land Revenue Theory,Social Equality and Marginalization Theory.The third chapter of the thesis adopts a combination of literature research andpolls-demand analysis method,taking Jinan city of Shandong province as a case study,issuing the questionnaires for some of the landless peasants form five districts of Jinan city,By investigating， the paper introduces the compensating standard, the living and workingcondition of the peasants without land, and evaluates the current situation of land-lostpeasants’ old-age insurance in Jinan，then the writer analyzes the reason why the benefitsof landless farmers are damaged in Jinan city, such as low insurance level, lacking ofmaintaining and increasing value system of fund, lacking of policy propaganda and so on.The forth chapter of the thesis compares and analyzes different landless peasantsendowment insurance systems of some places in foreign and domestic areas, and then try to find out references.The fifth chapter raises advice on establishing and completing the endowmentinsurance system of peasants without land, By concluding the existed problems in Jinan，the principles of constructing the land-lost peasants’ old-age insurance in our countryshould be followed. On the basis, the author propose to establish the endowment insurancesystem of peasants without land in Jinan city, putting some of the landless farmers in theframework of old-age insurance for urban and rural residents, the other will be brought intothe old-age pension insurance for urban workers when the time is ripe. At the same time，the writer suggest to complete the interrelated policy and measures of endowmentinsurance system of land-expropriated farmers.
