Research On The Fairness Of The Endowment Insurance For Land-expropriated Farmers In Shanghai

Thirty years since reform and opening up,Chinese economy has been increasing rapidly,urbanization is developing rapidly.In the process of urbanization development,land expropriation brings a large-scale of land-expropriated farmers.Land-expropriated farmers are special social groups with specified historical characteristic who appear in the process of urbanization due to land expropriation.They are on the verge between urban and rural populations.Land is main material resource on which farmer rely to survive and retire.With the loss of land,farmer lose the main source of livelihood.As the number of land-expropriated farmers increased year by year,the issue of old-age security for land-expropriated farmers become more and more important.Whether the issue of old-age security for land-expropriated farmers can be resolved properly or not is not only related to the vital interests of land-expropriated farmers but also to the harmony and stability of the whole society.Fairness is the inherent value demand and fundamental aim of social security system.Government,as the provider of public goods and the dominant force of urbanization process,should take responsibility for establishing a fair and reasonable pension insurance system for land-expropriated farmers that helps land-expropriated farmers get smooth transition in the particular period to solve the survival problem of land-expropriated farmers and provide proper support for land-expropriated farmers when they get old,so that land-expropriated farmers can have the equal right to enjoy the achievements of social development.In this article,pension insurance fairness issue of land-expropriated farmers in Shanghai is studied.The first chapter is introduction,describes the research background and significance,introduces the domestic and abroad research status of pension insurance fairness issue,introduces study methods of this article.The second chapter is theoretical analysis,introduces related concepts of pension insurance fairness of land-expropriated farmers,introduces Rawls' theory of justice and welfare economics theory as the theoretical basis of this article for analyzing pension insurance fairness issue.The third chapter describes the evolution history of pension insurance policy of land-expropriated farmers in Shanghai.The forth and fifth chapters are phenomenon analyses.In the forth chapter,comparative analysis method is used,through calculating and comparing data,the lack of fair access and fairtreatment in pension insurance of land-expropriated farmers in Shanghai is analyzed.In the fifth chapter,case analysis method is used,through comparing typical pension insurance cases of land-expropriated farmers,the lack of generational fairness in pension insurance of land-expropriated farmers in Shanghai is analyzed.The sixth chapter is causal analysis,discovers causes of the lack of fairness in pension insurance of land-expropriated farmers in Shanghai.In the seventh chapter,pension insurance policies of land-expropriated farmers in Beijing,Chengdu and Chongqing is analyzed as references of countermeasure for pension insurance fairness issue of land-expropriated farmers in Shanghai.The eighth chapter is countermeasure analysis,proposes countermeasure for pension insurance fairness issue of land-expropriated farmers in Shanghai.The ninth chapter is summary and prospect.It is expected that the study of pension insurance fairness issue of land-expropriated farmers in Shanghai may not only provide ideas for improving pension insurance policy of land-expropriated farmers in Shanghai but also provide useful references for improving pension insurance policy of land-expropriated farmers in other districts in China.
