The Research Of Fairness Of Social Insurance System For Land Expropriated Peasant In Shanghai Under The Overall Background Of Social Insurance

The Eighteenth National Congress of the CPC on social insurance fairness and justice has put forward higher requirements. Overall integration of several kinds of basic social insurance in recent years shows the top-level design has taken important steps in resolving fragmentation and lack of fairness. However, In the process of integration of this system,there are also problems, such as fairness of social insurance system for land expropriated peasant in Shanghai, has become the serious petition problem. In order to improve the fairness of this system as the starting point and the foothold, advancing the social insurance system for urban and rural areas as a whole is imminent.This paper takes the social insurance coordination as the research opportunity, the land expropriated peasants as the research object, and does analysis on the following aspects: the relationship of fairness theory system and social insurance system for land expropriated peasant; the special and fairness of social insurance system for land expropriated farmers; contrast to town social insurance, small town social insurance and land expropriation social insurance; analysis of the existence of unfair; demonstration through on-the-spot investigation, combining with semi-structured interviews to obtain further support. Finally, the paper propose that the overall progress of the social insurance system be accelerated; and give the personal advise on the reform of land expropriated peasants social insurance system.
