Study On The Establishment Of Chinese Cost Engineer's Professional Competence Standard System

With China be affiliated by WTO, cost engineers'integrated capacity is taken care of by maket more and more. Presently, the existing problems of cost engineers, which are the narrow occupation scope and uneven professional competency requirements and so on, strongly demand establishing a standard system of cost engineer and setting an appropriate threshold for access. In this situation, it is important to study the problems of the course, contents and the operating mechanism of professional competence standard system.Therefore, this thesis analyzes the content occupation and professional capacity requirements of chinese cost engineers, studying international tradition of professional competence standards system of quantity surveyors or cost engineers, then this thesis advocacies to introduce the course of the constructing professional competence standard system of Europe and the United States and the Asia-Pacific region to construct professional competence standard system of chinese cost engineers. So in this way, we can give a solution to low comprehensive capacity.In this thesis, comparative study method, benchmarking management and SWOT analysis tool are used, and the key problems are solved from the aspects as follows:1.Based on analyzing environmental and the occupation scope of the cost engineers, this thesis leads to the importance of establishing China's professional competence standard system; then on the study of international tradition of professional competence standards of quantity surveyors or cost engineer ,manly centralizing in the four aspects such as the occupation scope spetialty capacity, The professional competency requirements, content of professional competence standard system, the operating mechanism of Professional competence standard system. It also provides a logical framework for setting out to professional competence standard system of cost engineer's.2. Through drawing the professional competence standard system of RICS and PAQS, the study sums up the occupation content and the requirements of professional competence of the whole process of cost management of the Chinese cost engineers, so as to hierarchically establish the cost engineer's standard system, including the basis capacity system, the core capacity system, and development capacity system.3. Finally, this thesis studys the operating mechanism of professional competence standard system. That is, certification system of higher institutions engineering curriculum system, a recognition system of the cost engineers and continued professional development system of cost engineers.
