Research On The Regional Differences Of Social Security In China

17th Party Congress report proposed that reducing regional development differences has to pay more attention to realizing equalization of basic public service and lead productive factors flow reasonably. This important policy is a basic goal to narrow regional development differences and a basic channel to promote regional coordinate development .Social security is an important part of basic public service, having direct relation to vital interests of common people, is also an important content of building a well-off society and constructing a harmonious society .Currently , As china is adopting a system of local-management in the issue of social security , the social security status in different regions differs a lot due to the unbalanced economic development , which is harmful to the maintenance of social fairness and promotion of social harmony, restricting social development severely.This paper firstly analyses regional differences of social security level among eastern, middle and western regions, reaching the conclusion that social security level has obvious regional differences. Compared with that in developed regions, social security in the middle and western regions of china remains in lower level and under heavy burden , covers less people with lower insured ability, bears great pressures on the expenditure of unemployment benefits and under heavy financial burden in social security expenditure, which weakens regional income distribution function of social security system, also betrays the goal of equal basic public service. Then, on the basis of historical evolution outline of social security in china, I indicate the deep reasons that social security level has obvious differences among eastern, middle and western regions. Finally, according to reality of social security in china, I put forward that it is of great necessity to ensure coordinate development of different regions, to tax social security taxation , to improve current social security system as well as to perfect social security transfer payment system so as to narrow the gap in social security, at the same time, it is also real requirement to improve people's livelihood , realize social justice , maintain social fairness and relieve social contradictions.
