Rural Social Security, Regional Comparative Study

The rural social security takes the important component of overall social security, its development is not only relating the development of entire social security, but also relating the stability and advancement of the entire rural economy and social, and even the entire national economy and society. However, in theory, the research of social security and regional economies are well-established, but the study of rural social security is quite deficient at home and abroad; in practice, the development of social security is confronted with double imbalance: first, the gap of social security level between city and countryside the of development is very wide; Second, the gap of social security level between various regions is very wide, too. Therefore, our country need speed up to establish and improve the rural social security system as well as choose the different development strategy according to each condition, to causes their coordinated development, which is imperative under the situation.In this paper, based on the theory of Social Security and regional economic, First, it elaborates the present situation of our country's rural social security system, and takes it compare with the overseas pattern, from which drawing a useful lesson; Second, it carries on the comparison about the economic condition, under which the rural social security can be developed, among the east part, the middle part and the west part, then it represents Jiangsu Province, Hubei Province and Chongqing Municipafity as the east part, the middle part and the west part respectively, assessing and comparing the level of social security in rural areas of them, and it comes to a conclusion that the level of rural social security of these three parts show a phenomena of higher in the east and lower in the west, as well as exists some problems as the low coverage, the low relative terms, excessive burden on farmers, and so on.Finally, from two points of view, one is speeding up the establishment and the consummation of our country rural social security systems, the other is coordinating the development of rural social security in all areas, Meanwhile, the former has four aspects including the authority of law, the responsibility of government, financing and coordinating the development of urban and rural area, which is that strengthening the authority and rigidity of the law, boosting up the responsibility of government, increasing the financing and accelerating the unified design between the city and the countryside. For the latter, it proposes different developmental strategies of these three areas, according to their own conditions and the present levels of rural social security, which is that optimizing the rural social security system of the east, improving the rural social security system of the middle, Enhancing the rural social security system of the west. By these means, it prompts the overall rural social security to develop quickly and steadily.
