Study On Government Environment Behavior In Cultivated Land Management

Cultivated land is not only the important material goods for human,but also the part of the natural ecological environment,has the significant impact to the human life and the natural environment,and has the important ecological environment value.Cultivated land use has close relation to the ecological environment,will have the influence to the related carbon cycle,the water cycle,the nitrogen and other cycle.The unreasonable use of cultivated land will not only influence to the social and economical development,but also will cause many serious ecological environment problems,directly concern humanity's development.The government as the main superintendent of cultivated land,the misconduct they have when carries out the cultivated land management is the important reason that causes the unreasonable use of cultivated land,from this will not only cause the decline in the quantity of cultivated land,but also will damage the ecological environment,cause the soil erosion,the land desertification,the cultivated land pollution and more and more serious ecological environment problems,this will influence the sustainable use of resources and environment.For the purpose of promotion cultivated land use adapt to the ecological environment development, based on the analysis of the meaning,the organizational structure,the method and some basic contents of the government environment behavior in cultivated land management,under the basic supposition of "economic man",this article did the concrete theory discussion of government environment behavior in cultivated land management from two angles which are the different levels of government and the different departments of government;Analyzed the conflict of interest exist in the government environment behavior in cultivated land management,and summarized the fundamental factors which are cause the government environment behavior anomie in cultivated land management;Analyzed the problems and their negative impact of the concrete methods of the government environment behavior in cultivated land management;Finally proposed the policy suggestion which is to improve from the law, the administration,the economy and the technical,hoped by this to encourage and restraint the government environment behavior in cultivated land management,promote the cultivated land use assort with the ecological environmental protection,realize the sustainable use of resources.Conclusions:(1) Under the supposition of "economic man",The central government shouldered the overall interests of internal and external,basically they attention to protection the ecological environment when using the cultivated land,they could maintain the positive environment behavior.But the local government seek to maximize the jurisdiction district benefits and to maximize the official own benefit,thus they had a weak preference to ecological environmental protection in cultivated land management.By building the utility function,analyzed their environment behavior's interest performance and the influence relations in control of the transferability pollution to cultivated land, gained that the central government's supervision punishment level and the investment strength of environment treatment to the local government are important to control the local government's negative environment behavior.(2) With the influence of benefit,non-Environmental protection department of cultivated land management in the local government had the impulsion which is one-sided pursue the department's and their own benefit maximization,they only wanted to pursue the short-term economic benefit.Environmental protection department of cultivated land management in the local government actually face the predicaments include the management system barrier,self construction lag and the restrictions of their jurisdiction when in the environment supervision,caused their environmental protection behavior and their personal benefit can hardly unified,consequently had the negative environment behavior.Through establish and analyze the game model of their behavior relation, obtained:the probability of the higher authorities supervision and the force of punishment are important exterior methods to restrain these two kind of department's environment behavior,moreover the achievement view of different departments in local government and the supervision cost of environmental protection department,are also the main factors which impact their environment behavior.(3) The benefit factor influence,the hindrance of management system,idea change lag,the distemperedness of examination mechanism and so on were fundamental factors which cause the government environment behavior anomie in cultivated land management.In order to control these factors influence the government environment behavior,combined with the concrete methods of the government used in cultivated land management,improve from the aspects of legal,administrative, economic and technological were essential,to encourage and restraint the government environment behavior,effectively promote the cultivated land use and ecological environment coordinated development.
