As a non-renewable and irreplaceable natural resource, land is one of the most important material bases for human survival and development. Meanwhile, as a basic element of the ecological environment, it plays an important role in protecting the economic and social sustainable development. However, with the rapid economic and social development and the deepening reform and opening up, people gain a wealth of material resources blindly from the land but ignore the investment in land, which result in the excessive consumption of resources, environmental pollution and ecological destruction and other issues. The destruction of land is gradually evolving into the stumbling block to the economic and social development. Thus, this thesis deals with the mode and characters of land use in the resource-based cities from the"eco-protection"perspective.Land use and coordinated development of ecological environment has become the topic of the research on the sustainable use of land resources in the current, which is also in line with the"scientific development concept"model, and it is the core base of the sustainable use of the entire ecological system. Land use and ecological protection is an indispensable part of the overall planning about land use in the present. In this circumstance, Ministry of Land Resources in 2008, issued October 24, "National Land Use Planning Outline (2006-2020)" proposed a new round of land-use planning requirements to the ecological environment construction. That is, focusing on strengthening ecological protection and construction of land, protect the basic ecological land; increase the intensity of eco-environment improvement, improve the ecological environment according to different local conditions, and promote the building of environment-friendly society.Shuangyashan is a resource-based city which is popular with coal. The ecological landscape feature is clear, and it is rich in the minerals, vegetation, and land resources. The region environment is complex diversity, and there is a variety of land use patterns. With the coming opportunity that the resource-based cities of Heilongjiang are transferring into developing alternative industries, some products which are related with coal and some other products have become scarce resources. And this is also a golden opportunity for Shuangyashan. The sustainable development of ecological environment is an important guarantee for the successful transition of the resource-based city Shuangyashan. Thus, to explore the land use patterns of the transformation of the resource-based cities, coordinate land use and ecological environment construction, and build a harmonious ecological environment has important theoretical as well as practical significance.This research divides Shuangyashan into several ecological function zones, and proposed a variety of land use model according to the different characters of different areas. It applies the"3s"technique (the main data platform including: Erdas Imaging 9.0,ARCGIS 9.2) to analyze Shuangyashan remote sensing image and land-use database. Shuangyashan can be divided into three ecological function zones by qualitative and quantitative methods: water conservation of forest ecological function zone, biodiversity conservation and agro-ecological function zone, hilly Man gang soil and water conservation ecological function zone. It shows the different environment conditions and land use pattern of different regions, and it is easier to determine the dominant use of land in different regions and to adjust the land use pattern and land use structure. It serves for the reasonable use of land resources and improving ecological environment, but also provides a scientific basis for territorial partition of all levels.This thesis describes land use and environment protection of Shuangyashan mainly from six perspectives, they are: the analysis of the impact of land use model on the environment protection; ecological function zone of land use in Shuangyashan; the study of exploring an environment-friendly land-use pattern; the main conclusions which get from the study of regulation on land use of the key areas in Shuangyashan; the goal of the improvement of ecological environment and the arrangement of land use in ecological construction; the safeguard of the ecological environment construction. The six elements from macro functional zone to micro target prediction have a systematical study of land use and environment construction of Shuangyashan, which also provide a reliable protection of thematic studies for the new round of land use plan, at the same time, have laid a good foundation for the study of the resource-based cities'transformation.
