Research On Problems Of Rural Surplus Labor Transfer

17th Party Congress made"step up policy support for agriculture and farmers", Third Plenary Session of 17 Pointed out " In 2020 Farmer per capita net income is more than doubling in 2008, absolute poverty has been eliminated basically " , 2009 Central Rural Economic Work Conference pointed out: " The scientific development concept as the guidance, our country will have achieved stable and rapid development ,but we will not change foundation situation of agriculture; In order to protect and improve people's livelihood , we will focus on the difficulties at farmers income rising." Due to the broad masses of peasants occupy the majority of the country's population ratio, while the proportion of low income of peasants per capita income grow slowly or even appear negative growth .The settlement of farmers'problem ,the fundamental way is to have changed quantity on the proportion of farmers ,thus we will balance quantity relations between farmers and urban residents so that more and more Farmer members will become urban residents. The transfer of rural surplus labor force is to achieve this goal of a crucial step.Existing research focuses on the transfer of rural surplus labor conditions and the impact of two aspects. Studiers Point out that industrialization,urbanization,industrialization of agriculture and farmers who educated better are important conditions which will speed up the transfer of rural surplus labor force . The reform of the proposed systems will eliminate the dual existence of a series of socio-economic structure of rural labor transfer constraint systems, such as the household registration system,agricultural system,The social security system,labor market system and employment policies and so on. They focus on the labor force for regional economic impacts . Through the many empirical studies, they have found new models which can promote transfer of rural surplus labor then they take countermeasures for speeding up the transfer of rural labor force. In my paper, research on problems of rural surplus labor transfer . First of all, I reviewed theory of rural labor transfer which relate to home and abroad, analysing the causes of labor,patterns and policy implications as well as the transfer impact of economy and society. Secondly, Taking Zhang Ye City as example, I mainly analyze status of the labor transfer,characteristics and the existence of the problems objectively. I point out some recommendations of corresponding policy carefully. And for the existence problems of labor transfer, I go on analyzing its cause-effect for economy and society . I apply theory of development economics and public of Peasants to explain positive and negative impact about labor mobility on two areas. I try my best to research the positive impact on labor transfer deeply, my purposes are to weaken the negative impact of labor ransfer. Finally, new concepts and ideas will promote innovation in certain systems to eliminate this kind of barriers, I focus on land transfer innovation,management of household registration reform,agricultural insurance system innovation,pension insurance system innovation in peasant society,urbanization system innovation,increasing financial support and improvement the workforce training system on the seven aspects. Through system innovation, I hope that these system innovations will promote transfer of rural surplus labor force, speeding up steps the public process of peasants . It will form the integration of a new pattern which relate to urban and rural economic and social development.
