Study Of Nuclear EPC Project Management Modes In China

This paper puts forward the study background at first based on the actuality of the nuclear power development inside and outside of China, the necessary to develop nuclear power actively in China, the problems existing in Chinese nuclear power construction, then deduces the meaning to select the study subject from the study background.The paper described the General Contractor's basic theory and features, the basic model of nuclear power plant general contracting, the advantages of Nuclear power project general contracting model. The basic pattern of general contracting and nuclear power projects the advantages of general contracting model. On this basis, According to the Nuclear power project management guidelines, Which is distributed by International Atomic Energy Agency, study to the oversea nuclear management modes through concluding and analysis, main-stream oversea nuclear management mode, it is concluded that AE-mode, was the mode most widely adopted by the nations with dimensional-nuclear power development all over the world.Concluding and analyzing method was adopted to the study of the modes of six nuclear power projects built and under construction in China similarly, it was concluded that management modes of Qinshan Phase II and Lingao turn out to be two of the most representative modes capable to cover all of the nuclear power projects both built and under construction basically. During the process of comparison to aforesaid modes, all-aspects and whole process comparison studies were implemented to the management mode of design, construction, commissioning, project management, over-all management, character of each individual project, project implementation outline and effects, then problems in common and each individual management modes were found out.Thereafter, fundamental principle and philosophy should be persisted for selection of nuclear power project management modes were clarified and suggestions were proposed to government authorities, Tentative scheme of PMC mode was proposed to future project by "import-technology, Sino-foreign cooperation" and a two-step AE mode tentative plan was proposed for "self-determination(localized)"project.
