With the constant growth of Chinese import and export trade volume, the duty of customs supervision is becoming more and more heavy and arduous. To improve administration efficiency, the customs must strengthen and improve the incentive mechanism for the civil servants, thus building a group of streamlined, highly efficient, pragmatic and honest civil servants. But the current incentive mechanism has many shortages and has not achieved the anticipative goal. So it has important theoretic value and practical significance to study this theme.In the paper, Dalian Customs is taken as the topic for research. The text goes along the clue encompassing problem observation, problem analysis and problem solution. Through application of various mature theories and the successful experience of some developed countries, the paper proposes a design plan to optimize the incentive mechanism for the customs civil servants by analyzing the problems of the current incentive mechanism, based on the research results of the need investigation.The paper consists of six parts. The first part is the introduction which introduces the background, the sense, and the methods of research. The second part is the theory foundation which expounds some concepts, theories and foreign experience of the incentive mechanism for civil servants. The third part introduces the situation of the current incentive mechanism, and points out the existing problems. The fourth part analyzes the need characteristics of the civil servants of Dalian Customs from several points of view based on the need questionnaire. The fifth part is about the problem solution which proposes a design plan to optimize the incentive mechanism for the customs civil servants, including the basic idea, the model of the incentive mechanism and the principles and the contents of the incentive policy system. The sixth part is the conclusion which summarizes the whole paper and puts forward the shortages of the research and the suggestions of further research.The innovative point of the paper is that it analyzes the need characteristics of the civil servants of Dalian Customs based on the questionnaire in depth, using the classic incentive theories,. And it proposes a design plan to optimize the incentive mechanism for the customs civil servants through the theories analysis and the substantial evidence analysis. The paper will play an important reference role on the other research in the area of customs human resource management.
