| In recent years,Customs have increasing participation in the National Macroeconomic Management.The Central Government and publics have given wide attention and higher expectations to the Customs.Facing of the situation of higher demanding,heavier task,more difficult,Customs have to adapt positively to such opportunities and challenges of the new normal with the key of human and human resources.The incentive mechanism is the most important part of Human Resource Management.Improving the incentive mechanism to enhance the Customs’ work performance and organizational activity has the most positive effect.It can develop effectively the employees’ work enthusiasm and initiative,motivating the inherent potential of civil servants.Taking Gongbei Customs as an example,this paper discusses the existing problems of the incentive mechanism of Gongbei Customs and puts forward the measures to solve them through the analysis of current situation of Gongbei Customs and the questionnaire survey of the incentive mechanism.The paper is divided to five chapters,the first chapter puts forward the research background,Literature Review,research methods and innovations;the second chapter is about the core concepts and theoretical basis;the third chapter introduces the current situation of incentive mechanism of Gongbei Customs;the fourth chapter of Gongbei Customs investigation and analysis to the existing incentive mechanism;the fifth chapter puts forward the incentive mechanism optimization strategy of Gongbei Customs.The study found that the incentive mechanism of Gongbei Customs mainly has the following problems: salary system is not reasonable,the promotion channel is narrow,the post communication mechanism is not advanced,effective assessment of training should be improved,the relationships need to be improved.For the main problems,the proposed optimization strategy of incentive mechanism,including cadre salary and welfare,promotion,post communication,assessment,education and training,interpersonal relationship.Gongbei Customs incentive mechanism is representative and universal in the Customs system,the optimization theory proposed in this paper,can help Gongbei Customs to improve the effectiveness of incentive mechanism,improve the satisfaction of the officers to the incentive mechanism,so as improving work performance,achieving internal potential,alleviating the shortage of human resources related to the Customs system to improve the problem.It has some certain reference value to improve the incentive mechanism of the Customs. |
