Road transportation takes a very significant role in the national economy system which influences stability and sustainability of national economy development. Moreover, road transportation is an indispensable part of comprehensive transportation system, thus its development is crucial for building and improvement of the latter one. However, it currently lacks researches on development of road transportation, especially in the field of development situation of regional road transportation (DSRRT). Therefore, this paper aims to develop a systematic research around it after summarizing of experience and conclusions from existing studies. Based on China administrative divisions, the research used theory and method of applied statistics to make overall assessment of regional road transportation with the aim of filling the blank in this field. In the first part, it introduced frame and contents of the research through stating the overall study background and explaining its significance. Immediately after that, it reviewed the current researches and analyzed their merits and deficiencies, and further made clear about my contribution and innovation. In the second part, it mainly explained the adopted theory and how it would be used in the research. Following, in the third part, it analyzed and established comprehensive index system of assessment, and used it to analyze on regional road transportation in China both from perspectives of static state and dynamic state. Importantly, the research put forward the notion of Development Capability of Regional Road Transportation (DCRPT), and implemented it into research on development capability of regional road transportation in China. Finally, the conclusions were drawn, and suggestions and reflection were made for future studies. The main research conclusions are presented as following:First, it found three factors—road density (F1), road occupation (F2), and goods transportation (F3) through Factor Analysis of static comprehensive assessment on data in 2007. After ranking by region grades, it discovered that western provinces like Tibet, Qinghai, Xinjiang, Ningxia and Inner Mongolia ranked top. This discovery broke the former understanding that the more developed the regions are, the more sophisticatedly its road develops. Second, after Cluster Analysis on data in 2007, it concluded that regional road development captured comparably remarkable characteristics of regional relevance and had very obvious regional characteristics. It means that types of regional road development are similar in the provinces of same region; and particularly, types of regional road development appear the same in the provinces in eastern coastal region.Third, according to the Factor Analysis on data in 2000 and 2004, also based on the conclusion drawing from data in 2007, the research found that characteristics of factors showed evident discrepancy across years, accordingly, factor load of each factor changed largely, but simultaneously the ranking of region grades of regional road transportation did not thus change highly.Fourth, in the empirical study of DCRPT, the first three factors it got were 'road', 'passenger and goods transportation' and 'miles of road'. Additionally, it also found that the final ranking of DCRPT showed consistency with most conclusions of dynamic comprehensive assessment. This testified that it is scientific and reasonable to apply Factor Analysis into comprehensive assessment of regional road transportation development.
