With the rapid development of China's national economy, road transportation aswell as the whole transportation system has been progressing at an unprecedentedspeed. However, owing to the severe imbalance in regional economical developing,the booming of the population of China and the severe historical lags etc, it appearsthat transportation is not suitable for national economical developing and the supplyof road transportation is not suitable for the need, which leads to the bottleneck intransportation system.In order to solve the problems resulted from the bottleneck phenomena, manyspecialists and authoritative organizations put forward some countermeasures throughdifferent aspects: from the local to the whole, from the short term to the long term,from the foreign experience to our own experience.From the view of public management, the author considers that the reasons forthe lags of road transportation are government failure and market failure. The marketof road transportation, after the enforcement of reforming and opening policy, hasexperienced free development to some high extent, which brought about theprosperity of the transportation market and also promoted the development of nationaleconomy. But, because of the excessive free development of road transportationmarket, the long-term interregnum of government in road plotting and construction, inindustrial policies leading, in drafting transportation regulations, in environmentalprotection policies, in levying upon transportation tax, in erecting law-enforcing teamand in regional equilibrium, and especially local governments' insufficient experiencein cultivating environment and leading market, the society had faced the problems thattransportation inhibited the economical development, the social progressing andregional equilibrium in the 90s of 20th century. Government failure lies in lackingscientific decision-making system in managing road transportation, which results inshort-term decision. Hence, forecasting the development of road transportationscientifically and, based on this, planning in advance and arranging reasonably are thefundamental ways in solving the problems of road transportation, which is the mainobject for which the author researches.The thesis is divided into 4 chapters. In the first chapter, the author using a greatamount of information and documents analyses the features and functions of roadtransportation and the present situation of China's road transportation. In the secondchapter, the author compares China's road transportation with foreign counties' indifferent angles, in order to find out the problems of the present transportation system,especially of road transportation. In the third chapter, the author, through forecastingthe future scale of China's road transportation and the social needs for thedevelopment of road transportation, calculates the aggregate road mileage, the roaddensity, the number of maintained vehicles, the structure of vehicles, the needs oftransportation market in the object years of 2005 and 2010, and then the author laysout the direction of short-and-middle-term development of China's road transportation.In the fourth chapter, based on the calculations, the strategic direction of sustainabledeveloping and the countermeasures for road transportation are put forward finally.
