For developing countries, rural labor outflow is an inevitable phenomenon during the process of economic development. However, as a typical dual economy developing country, China had a period that the movement of rural labors had been almost held up due to the policy restriction. Until the 1980s, with the development of reform and opening-up and the loosening of population floating policies, migration gradually becomes active. A huge number of rural labors who had been confined to rural area, finally find an effective way out. According to National Bureau of Statistics, Ministry of Agricultural and Ministry of Human Resources and Social Security, at present there are more than 100 million rural population find their job outside the countryside every year.At present,researchers are generally use Todaro Model to explain the phenomenon of rural labor force transfer in china. However, large numbers of facts have proved that some of the important authorities of Todaro Model are not tally with the actual condition of the Rural labor force transfer in China, and obvious objections are existed. Therefore, the modification of Todaro Model based on China's national conditions is significant for the right understanding and analyzing of the rural labor force transfer in China. To make the Todaro Model better tally with the actual conditions of population flow of China, the paper has attempted to make several modifications as follow:1. Redefined the scope of Todaro Model research in accordance with the fact of labor force margin in rural China.2. Extended the connotation of employment probability in Todaro Model based on the Labor Market Segmentation of city and rural.3. Reconfirmed the benefit and cost of the rural labor force transfer based on China's actual conditions.The paper also constructs a modified Todaro Model via the classified modification. The modified model objectively analyses the transfer policy of the rural labor force in China and put forward three proposals to effectively promote the rural labor force transfer as follow:1. To reform the Dual Household Registration System.2. To intensify the management and protection of rural labor force transfer.3. To develop the County Economy and rural Economy reasonably and effectively.
