Research On Daqing's Service Outsourcing Industry Development Model And Countermeasures

Service outsourcing, which can be characterized as high-tech, high added value, low resource consumption, strong ability to absorb employment and so on, is an important part of the modern service industry. The development of service outsourcing can not only help optimize the industrial structure, transform the growth mode of trade, but also promote Daqing city in transition, enhance city competitiveness. Therefore, It has great significance for Daqing to develop the service outsourcing industry. Daqing should take advantage of the opportunity, formulate corresponding policies and transform development mentality to realize the sustainable coordinated economic development.This paper studies service outsourcing. Firstly, it investigates the basic concept, characteristics, classification and driving force of service outsoutcing through lots of literature, and it elaborates the theoretical mechanism on development of service outsourcing from the angle of economics and management theory. Secondly, it analyzes the world's major undertaking service outsourcing model, and pays more attention on the present situation and the development process of China's service outsourcing base cities such as Beijing, Shenzhen, Dalian, Shanghai and Tianjin, which provides the experience for Daqing to develop its service outsourcing industry. Thirdly, according to SWOT mode,it anatomizes the internal and external environment of Daqing upon four facets such as strength, weakness, opportunity and threat. Then, it uses SWOT matrix to specifically combine the relate factors and summarizes the development model of service outsourcing industry in Daqing through business selection, international market development and personnel training. Finally, the paper gives some policies on how to develop the service outsourcing industry of Daqing among three levels, such as building environment, strengthening the industrial organization and enhancing the competitiveness of enterprises, which provides a directional guide for the development in Daqing and other service outsourcing base cities.
