Study On Daqing Service Outsourcing Enterprise Development Obstacles And Countermeasures

Service outsourcing industry is a new product of the global industrial restructuring, withlow resource consumption, low pollution, high information technology and high adsorptioncapacity. It has become an important pillar industry of national economy. Daqing is an oilindustrial city that has been committed to oil extraction and refining for over fifty years, andmade a tremendous contribution to the economic development of Daqing and even China.However, oil is non-renewable resources after all; the extraction will encounter a problemsoon. In recent years, Daqing has gradually inclined the focus to the development of serviceoutsourcing industry, which has been viewed as an important continuous industry and a neweconomic growth point of Daqing. Daqing Service Outsourcing Industrial Park has been putinto use formally in the early2008, gathering more than300enterprises, most of which havebeen established for a short time, small scale and encountered many obstacles. However,today’s research of service outsourcing in china has been only focused on strategicdevelopment from an industrial perspective. Research on enterprises development remains inthe early stages, encountering the problem of low data update led by imperfection of currentstatistical system. Therefore, this thesis, from enterprises’ perspective, makes a research onthe development obstacles, based on accurate data information from twice fieldwork.This thesis first states the background and significance of the subject, mainly describesthe current situation and the development trends of service outsourcing at home and abroad,and the ideas and structure of this thesis. Then the thesis details the relevant theories ofservice outsourcing and the business development theories. The third chapter introduces thecurrent situation of Daqing Service Outsourcing enterprises and qualitative analysis in theobstacle factors. Based on twice fieldwork of27typical service outsourcing enterprises inDaqing, this thesis combines enterprise development theories with the features of serviceoutsourcing industry, establishes a three-dimensional index system of resource barrier,competence barrier and environment barrier, then adopts Analyti Network Process(ANP) toanalyze all barrier factors in depth, calculates index weight, and reveals11main barriersrestricting current development of Daqing service outsourcing enterprises, including customer information resource, channel and network, market expansion capacity, customer relationshipmaintenance ability, mid-level human resources, basic-level human resource, marketinformation asymmetry, IT infrastructure and application service platform construction, brandand credit, market competition rate, financing competence. Furthermore, from the perspectiveof the healthy development of Daqing service outsourcing enterprises, the article proposescountermeasures and suggestions to accelerate enterprises’ healthy and stable development, interms of reinforcing market expansion, emphasizing brand construction, gathering excellentoutsourcing talents, creating market demands, perfecting IT infrastructure and applicationservice platform construction, and expanding multiple financing channels.
