Urban Governance And Its Model's Building

Urban is a political, economic, scientific, technological and cultural education center in our nation, is the concentration of modern industry and the third industry. In the place of the national economic and social development, urban is playing a leading role in the background of globalization and the urbanization. That is urban is the mesh in the national economy"net", and the city's rapid, healthy and efficient development needs high planning, high standard construction, high level management, effective governance and the latter one is the eternal theme.Urbanization's rapid development, civil society's gradually forming, the perfection of the market economic system requires the advanced management concept to guide urban development and construction in the city, and the institutional environment and management model is always the bottleneck factor of urban development, so importing a new urban management concept to construct a new adaptive local model of urban management has become very urgent, with significant practical value. Philosophy is the forerunner of action; the advanced idea ensures correct action. So we should change urban management concept into urban governance concept, construct a new urban management model - urban governance model. For our country, building urban governance model which has significant implications is essentially a progress from government to governance, is an inevitable choice to promote the process of urban comprehensive, harmonious development, and solve problem of urbanization of our city.The western urban governance research has made great achievements, providing a necessary theoretical basis for our nation's urban governance research and its model's building. Especially the division of Pierre'- four kinds in urban governance model has a great reference value for the paper. However, we should also understand, the research is limited in small and medium-sized cities in western studies, and it puts the metropolis, large areas as the research object, so the value of western research is one-sided. At the same time, compared with western urban governance, our urban governance has so great heterogeneity in the degree of marketization and the development of civil society, in this way, the western research about urban governance's guidance and reference value is limited. Therefore, importing the western related research achievements at the same time, we should stand on the base of the specific situations in China urban, develop the research and exploration of urban governance, and strive to build for our urban governance model with local characteristics, and high maneuverability.Although our nation's urban governance research has a late starting, but develops fast, much more foreign related works has been translated into China, and there are some urban governance practices appeared in our nation. Based on the analysis of domestic urban governance situations, the paper analyzes briefly the questions of urban governance in our nation, laying a basis for the construction of urban governance model in China. This paper tries to import urban governance concept, based on the western urban governance research, civil society theory, and the analysis of the urban governance status in China, and tries to build urban governance model adapting to our nation, expecting to provide necessary theoretical guidance for urban governance research and the urban governance practice in China.
