With the rapid development of industrialization and urbanization,"Urban Village"has become a main bottleneck in restricting China’s rapid urbanization.Especially asthe residents self-immolation incidents have occurred frequently since housingdemolition in the most recent period,making the land acquisition and resettlementbecome a hot issue of society.Particularly the governance problems of "UrbanVillage" in the process of urbanization,which has become one of the hottest issues ofthe scholars at home and abroad recently, becoming the focus of the various socialcontradictions.From the intrinsic nature perspective,its formation is the result of thelong-established "Urban-Rural Dual Structure" which is caused by "Urban and RuralManagement System".To completely solve this problem,the efficient way is to crackthe Urban and Rural Management System.First of all,Break the constraints of thecoordinated development of urban and rural areas in institutionalmechanisms.Second,Taken measures from laws,regulations,and policies such asregulatory.Implementation urban and rural unitary management system.Third,Tolessen the differences of urban and rural residents in household registration, education,insurance, health care, social security system, the efficient method is to make thevarieties of resources which is between urban and rural areas flow rationally in thespace ,so that the urban and rural residents could share the fruits of economicdevelopment.From the view of outside,the backward infrastructure of "Urban Village" isfaultiness,such as roads,sanitation,fire protection,garbage collection, processing.Withlots of the floating population and some criminals living in the village,it makes thesocial management confusion.It brings lots of problems in poor social securityenvironment,making it a hotbed of "pornography, gambling, in vain".These problemsare being paid more and more attention of all sectors of society.How to governancethe urban village well has become a hot social issue recently.The background of thisstudy is the development of urbanization in China since the reform and opening up,and then the author in-depth exploration the "Urban Village" governance problem inGuiyang ."Urban Village" of governance related to two aspects of the "Hardware" and"Software"."Hardware" of governance including demolition and renovation of the "Urban Village" of housing, roads, electricity, water supply, gas supply, drainage,sanitation, firegarbage collection, processing and other public infrastructure."Software"of governance will involved in different aspects of social managementsystems, such as culture, education and social security. In this dissertation,the authortake the demolition and renovation of the "Urban Village" as the main study object inthe "hardware" selection of "Urban Village" governance,while take the "Urban-RuralDual System "as the main study object in the "software" choice ". The study clues ofthis dissertation is the distance between urban and rural residents in householdregistration, education, health care and social security .According to use the theory of governance and good governance,stakeholdertheory,the author recounting the domestic and foreign scholars in thegovernance-related aspects of "Urban Village",and then deeply analysis the role of thelocalgovernment,collective village, the villagers, developers, migrants and non-profitorganizations in the "Urban Village" governance process of Guiyang.According toanalyse the complex relationship between participants in the "Urban Village"governance process, and to analyse the advantage that they could play in the "UrbanVillage" governance process, and to analyse the realities of Guiyang "UrbanVillage",such as density,widely distribution,inefficient use of land, the author raise amulti-agent villages governance model as a possible "Urban Village" governance pathto choose.In short, the purpose of this dissertation is to put forward correspondingcountermeasures and suggestions, and have some theory thinking of the the thornysocial issues.
