After more than 30 years of development, domestic pipeline Operating systems show the "distributed control, every management". Under normal circumstances, each pipeline has a control center. Management unit is also based on line, thus it formed the management pattern of a pipeline owning one or more management offices. At the same time, a number of channels through the same area, if we still use the "every management", it will result in management overlap, cross-business, repeating the purchase of equipment, resources (including information resources, technical resources and human resources) and many other issues can not be shared , and eventually lead to a decline in management and operating efficiency.In addition, as a special resources, the transportation of oil and gas related to long-term planning of national economic and social development, subjected to the national resource endowment, stage of economic and social development and international political and economic environment. In recent years, with the constantly expanding in the scale of China's oil and gas pipeline network and the growing demand, the third-party logistics in pipeline transportation industry- pipeline operators is beginning to appear to be inadequate. Therefore we need a new entity at a new high to coordinate the oil and gas resources between the different transport channels. It is necessary to not only ensure that China's oil and gas pipelines run in a overall economic, security and reasonable way, but also be able to stabilize the supply and demand in a reasonable manner throughout the country.Beijing oil and gas transportation center as a fourth-party logistics enterprise comes into being. It will focus on a variety of functions,such as the operations of long-distance oil and gas pipelines,running,scheduling management,remote data collection, repair peacekeeping force to coordinate scheduling and so on.It will base on the long-distance oil and gas pipelines'SCADA system,and make use of the advanced computer technology,network, communications technology and high-performance professional software to forecast the pipeline demand and transportation plans,to reach remote-control,and provide technical supports and securities such as in equipment management,scheduling simulation training,and so on. In this paper,it bases on the Fourth-Party Logistics theory.Firstly,it presents the concepts and development related the 4PL.Secondly it raises the Beijing transportation center on the base of the development of our pipeline system,and then details its location, the necessity and feasibility of implementing the Fourth Party Logistics,the role and the current status of the operation.Thirdly the article also tries to design two simple transport models and has a simple analysis.Lastly this article makes a few suggestions for the better development of Beijing oil and gas transportation center in the future.
