Petroleum refining industry is an important pillar industry of our country, which relates to national security and national economy. China's oil refining industry's history is the history of the self-innovation development . Since the fifties of the last century we began to attach importance to our digestion and absorption of technology, emphasis on building our own brands. Some petrochemical products of the international competitiveness, are to create the beginning of that period. Since the reform and opening up, oil refining industry has been tremendous development. And it has made remarkable achievements in many fields.Self-innovation has entered a new stage. If China's oil refining industry wants to have a science industrial chain, and create a strong competitive edge on this basis , in addition to adhering to self-innovation, there is no second road. Therefore, a correct understanding of the meaning of self-innovation of the oil refining enterprises , grasping the effect of self-innovation activity, and guiding enterprises to increase their capability of self-innovation, are one of the major problems ,in urgent need of solution ,before us.This article mainly contains the following aspects.First, after analysis of the self-innovation theory, this paper constructed the necessary theoretical basis and framework.. Secondly, this article analyzes the self-innovation status of petrol refining-chemistry enterprises, summarizes the achievements and problems in recent years in improving self-innovation ability, and pointes out that China's oil refining industry faces serious challenges in self-innovation. After that, in accordance with scientific, practical, and comparable principle, this article will break down the self-innovation ability of the oil refining industry for R & D, engineering capabilities, marketing capabilities, innovative resource management and innovation management .And the paper build self-innovation evaluation system, including 5 two-target, 21 three-target.Again, in view of the history of self-innovation and the current situation of Shtar Science & Tecnology Group, this article finds the problems and deficiencies in self-innovation ability. Finally, based on the conclusion of the full text of the study, the paper proposes some solutions and suggustions to enhance self-innovation ability of Shtar Science & Tecnology Group.
