Communication Mechanism During The Bird's Nest Supervision Period

Construction Supervision System has been introduced to China and carried out in all fields of Civil Engineering for a period of almost 20 years and relatively complete Construction Supervision System and Law System have been established. It is very significant to implement Project Supervision System for improving Project Quality, optimizing Project Time Limit, reducing costs and improving overall Project Performances. As the third strongest force in the field of Civil Engineering, Project Supervision has been playing an important role in Engineering Construction with its continuously increasing scale and strength and has been obtaining remarkable performances.As the deputy Chief Engineer with CIECC, I was honored to participate in construction of National Stadium"Bird's Nest"(CIECC means CIECC Engineering Construction Project Management Corporation). During the Bird's Nest construction, I applied the Theory of Project Management and Coordination to the Project Supervision, aiming at finding how a more effective Communication Mechanism can be put into use in Large-scale Construction Projects so as to ensure the overall performance of Supervision Contract.Two cases are herewith employed to introduce applications of the Communication Mechanism and administration thereof by Bird's Nest Supervision Department during the construction.Case 1 states that Project Supervision for the control of both Construction Quality and Safety is essentially the professional Technical Administration and Control by way of assisting the concerned construction company in solving technical problems arising from the comprehensive allocations of pipelines and the installation of cable bridge trusses of heavy and weak current during the installation of mechanical and electrical pipelines in"zero layer"rotary roadway. As professional skills are properly employed, the construction quality and safety can be guaranteed and rework can, in many instances, be avoided. Subsequently, the construction progress and costs can be controlled accordingly. It indicates that powerful technical support is a significant factor, which can decide whether large-sized projects can be smoothly executed, whether the Communication Mechanism can obtain the desired effect and whether various issues can be solved during the construction through coordination.Case 2 indicates that all the parties concerned can, in a timely manner, advised of the on-going status of construction and communication and coordination of the Supervision Department can be improved by way of combining the Communication Mechanism and Quality Control and making use of Quality Control Flow of steel structure and the information about steel structure construction, which shall be sorted out and released to all the stakeholders of the Project during the supervising activities of Bird's Nest construction.As a tool, good Communication Mechanism can contribute to exercising efficiency of the management, which can better combine Quality Control, Progress Control and Investment Control for better services of projects. This paper is elaborating on the Organizational Structure and the Communication Mechanism of Bird's Nest.
