Existing Problems And Countermeasures For New Countrysind Construction In Zhuji City

Since the reform and opening up, China has made great achievements in economic development and people's standard of living has been improved constantly. Meanwhile, the urban-rural gap has been expanded. Rural development obviously lagged behind overall economic development in China. The outstanding problems on agriculture, rural area and peasant have hold back China's process of building a moderately prosperous society in all respects. In recent years, the Central Party Committee and the State Council have attached great importance to the three rural problems and governments of levels have brought up the undertaking of building new socialist countryside on the agenda. The calling for building new socialist countryside has become one of the most influential and potential issues in rural area in China at present. Proposes of CPC on Formulating 11th Five-year Plan for National Economy and Social Development passed on the 5th Plenary Meeting of the 16th CPC Central Committee stressed to keep on balancing urban and rural development, make efforts to advance development of new socialist countryside steadily to meet the standard with"developed production, well off living, civilized village morals, clean and neat village appearance, democratic management". Therefore, how to adapt to the needs of new development trend, to scientifically analyze connotation and characteristics of building new socialist country and actively find out rules and methods for building new socialist country are the challenges facing works related to"agriculture, rural area and peasants".As one of China's top 100 strongest counties in term of comprehensive strength, Zhuji City has been engaged in practicing and exploring new countryside construction ever since 2002. Since the 5th Plenary Meeting of the 16th CPC Central Committee put forwarded the propose of building new countryside, Zhuji has effectively implemented the instructions from the higher authorities, followed closely the spirit of the meeting and achieved good results in orderly and active building of new countryside. The city came out on top among counties in Shaoxing region or even in Zhejiang Province and was well recognized by the people for its efforts. During the 5-6 years'development and practice in building new countryside, Zhuji has also encountered many difficulties and problems, some of which restricted the process of new countryside construction in the city to the certain extent. For example, although Zhuji has substantially increased investment in building new countryside each year, it is still inadequate for vast majority of people to enjoy the benefits of the undertaking. Another example concerns the main part of the undertaking, although the papers of Central Party Committee have explicitly defined peasant to be the main part and the government to be the leading part in new countryside construction, in reality however, government is generally the whole show while peasants remains inactive in and incapable of participating the undertaking. The paper attempts to have comprehensive and correct understanding of the essential implication of new countryside construction by analyzing the background, significance, target and contents of the undertaking; provide methods and approaches for building new countryside by referring to successful domestic and oversea experiences in building new countryside and the research results of experts; find out crux and causes of the problems by analyzing existing problems and the causes of the problems in new countryside construction in Zhuji. Finally, the paper concluded that we should hold on to the fundamental principles, keep right direction, make appropriate efforts and find specific ways to eliminate the existing obstacles and bottlenecks in building new countryside in Zhuji. Based on the fact that Zhuji enjoy the advantages in developing regional economy with well-developed cluster industry, the paper specially point out that Zhuji should apply and improve policies and measures for regional economic development, implement region characteristic strategy to develop featured economy, vigorously advance agricultural industrialization, strengthen construction of regional infrastructure and public facilities and reinforce regional new rural construction to effectively advance construction of new countryside in Zhuji City.
