The Development Mode Of The Industry Cluster Strategic Choice In Hebei Province

With the coming of the 21st century, the industrial clusters as an economic phenomenon has been widely exist in the economic life around the world. There are many industrial clusters to achieve remarkable success. According to various factors, such as different economic development, resource condition, the development of micro-economic and so on, It has formed a variety of industry cluster models. So this paper bases on the basic theory to research how to choose and analyze the actual mode of industrial clusters in Hebei province in order to promote the rapid economic development and to enhance the competition in the regional economy.In this paper, On the base of the former theory, combining with the factors and the level of development in Hebei province, using location quotient of the concentration measurement method, it analyzes the industrial clusters which we should focus on. This paper analyses deeply the actual situation of our province , pointing out that the development of the market imperfections, government functions are not in place or over place, fierceing competition among enterprises within the cluster but lack of cooperation, all of these will restrict the mode choices. After these, make an in-depth analysis about the traditional characteristics of our province and Baoding high-tech industry cluster ,summarize the mixed mode of cluster which we should choose, that is market-oriented, combined with business and government, make a full use of government ,market and enterprises.Learning from the characteristics of industrial cluster development mode at home and abroad, some countermeasures and suggestions are put forward, such as building high-quality market environment and market-oriented; paying more attention to the role of government; improving the hardware and software environment; strengthening the planning and improving cluster service system; cultivating leading enterprises and attaching importance to the development of intermediary service organizations and non-governmental organizations.
