The Research Of Telecom Operation And Maintenance Management Software Project Post-Evaluation System

With the spread of the third China's telecomm restructuring, the competition of domestic telecom market becomes increasingly fierce. Every telecom operator must strengthen investment management and pursuit investment project scientific decision in order to reduce costs, increase profits and ensure competitive advantages. As an important method for telecom operators to improve the efficiency of operation and maintenance work, the telecom operation and maintenance management software is one focus of telecom investment project, but it's investment decision has many problems, so it is an urgent need to build a comprehensive post-evaluation index system to sum up experiences and lessons of the completed project for the same latter.In this article, the relevant concepts and theories of project post -evaluation are introduced firstly, then the researches of project post -evaluation at home and abroad and telecomm project are analyzed. On the basis of the related concept defined and characteristics analyzed of the telecom operation and maintenance management software project, the telecom operation and maintenance management software project post -evaluation index system is constructed including five aspects of objective evaluation, process evaluation, effectiveness evaluation, impact evaluation and continuity evaluation, using Analytical Hierarchy Process(AHP) and referencing the before researches. After advising the experts, the final index system is determined. On the other hand, the index weight is determined through Expert investigation method and the usage of the index system is given. Finally, this index system is applied to two cases, "The Monitoring Integrated Management System Software Project of A CMCC Branch" and "The Network Complaints Integrated Analysis System Software Project of A CMCC Branch", for testing the rationality of the index system and bring forward several questions of the project investment decision. The study result has some theoretical and practical significance for the investment decision of the telecom operation and maintenance management software project.
