Research On The Social Security Policy For Land-lost Farmers Of City Outskirts Of Taiyuan

Since the1980s, the landless farmers have formed a new group with acceleration of China’surbanization and industrialization.In recent years, the accelerated phase and critical period forurbanization of Taiyuan has come. The government of Shanxi stated clearly that the governmentwill strive to accomplish the goal that300million people enter into the town during the12thFive-Year period. The statement devoted to create a metropolitan area around Taiyuan, so that thecity will be an pilot of open area in goal significance. With acceleration of urbanization, more andmore agricultural land is expropriated; the urbanization cause a large number of farmers lost theirland. Due to gap between urban and rural areas, the problem of household registration system andsocial identity, the landless farmers became to the city marginalized groups. They also became tothe unstable factors in the society and lead to the social conflicts, finally they will hinder theeconomic development and social stability. Therefore, the social security of landless farmersbecome a hard trouble for the government.This article based on the theory of social security and the combination of qualitative andquantitative analysis, focused on the social security of landless farmers in Taiyuan. Throughin-depth investigation, we found that there were many problems in Taiyuan’s Social Security oflandless farmers, for example the system of social security was flawed and the security projectswas monotonous, the level was low. We have calculated pension insurance benefit level ofTaiyuan’s landless farmers by calculation model. Through the comparison between officialbenefit level and measured results, we found that the official benefit level of pension insurance oflandless farmers can not meet the requirement of the landless farmers. Against the aboveproblems, the paper proposes the corresponding countermeasures and suggestions: First, wepropose that we should reform the land acquisition compensation system; second, we shouldprove the social security system of landless farmers; thirdly, we should strengthen the supervisionin mobilization and operation of Social Security Fund and land acquisition of government.Hope that the institute can be a reference for Taiyuan Government to solve the SocialSecurity problem of landless farmers, also can provide a reference for other regions...
