Land is the carrier of human productive activities,it's also the basis for social development.Along with the acceleration of urbanization process,the urban construction land is in the ever-increasing demand.Indicators for construction land is very limited Scattered , idle, wasting of rural settlements is a very serious problem,the utilize of land is inefficient,urban and rural construction land is very uncoordinated.Land conflicts in urban and rural areas as the main contradiction between the performance of people and land have become increasingly prominent.Under the ledaing of the thought of harmonious develpoment bewteen urban and rural,the writer precedes the sutdy on the extension proportion bewteen urban and rural accodring to the economical harmonious development.At the same time,this research has the positive and realistic meaning to the new overal land use planning.The definition of urban-rural construction land in this text means the place where people live and produce,it include the city land,town land,rural settlement and independent mining land.The definition of urban-rural construction land system is that the scale and configuration of town land and country land,which include structure and space frame. And along with the develop of city,it is certain that city land will increase and the country land will decrease . To consider the development of towns and residential land in the quantitative and positioning view,can improve the ability of the development on city and country,can also meet the demand of new country construction in the future.Zoucheng belongs to a style of resource city.At the same time,it is also a big farming city.The conflict between land use of city and country is very extrude.The research of this text is the prognosticate on requirement of urban-rural construction land of city Zou, rectify the system during the study,could provide some consult on the development of urban-rural planing as a whole.We can do that by aliving the construction land,achieving urban-rural developing in line,and provide safeguard to ensure the development of social and economy completely.This article includes these results:1.The main problems and rules in urban-rural construction land use were found out during the study and then a further study was made on the law of the change on urban-rural construction land.2.The forecasting for the demand of urban and rural construction land and the layout of the urban and rural construction land were main choose in this article.Eohort-component method was used to forecast the population of Zoucheng city,and made a result that the population of Zoucheng city will grow most to about 1.18 million in 2023 around,and the forecasting for the demand of urban and rural construction land and the layout of the urban and rural construction land were all based on it.3.A research was made on the stucture control of urban-rural construction land.The replacement of rural-urban constrction land was made the main way to control rural-urban constrction land.By analysis on the potential of urban-rural construction land replacement,find out that the constrction land use in Zoucheng can make balance by itself.4.The layout of urban-rural construction land in zoucheng was researched in this part.According to the feartures of Zoucheng,the layout of the urban-rural construction landwas made,in order to make the developing of urban-rural intergration and coodination.5.Study show: With the development of social processes, the total size of the urban and rural population has become stable in the next period of time, the total scale of construction land in urban and rural areas are also stabilized.At present the population size of rural is larger than that of the urban, with the development of the urbanization process, the orderly flow from rural to towns and urban, which lead to the reduce of rural construction land demand and the increase of urban construction land demand. So certain technical means, legal measures are required to make the transfer of construction land in urban and rural areas with the orderly flow of population, and make the allocation of construction land in urban and rural areas to the positive direction.
