Currently, with the rapid development of China’s society and economy, there is anincreasing need for land. At the same time, the development of China’s urban and ruraleconomy is uncoordinated.And the gap between urban and rural areas is getting wider andwider. In order to make the urban and rural economy develop in coordination and to build aharmonious society, the study of the structure and layout of urban and rural land should bestrengthened. The study is significant to the overall arrangement of development of townand country and to the intensive use of land as well as to the protection of farmland.According to the survey, the size of urban-rural land of Tai’an in2010is100806.47hectares, of which the ratio of urban land plus residential land to rural land isabout4:6. The towns and industrial and mining land area covers38299.07hectares, ofwhich the town’s area is23705.4hectares accounting for23.52%of the total area of urban-rural land, and the independent industrial and mining land’s area is14593.67hectares,accounting for14.48%.The rural residential area is the largest which is61391.53hectares,accounting for60.90%of the total area of urban-rural land. According to estimate, the ruralpopulation will reach2,690,000and the rural population,2,960,000in2015. The ruralresidential land will cover59501hectares in2015while rural land area will only be31246hectares by2015.The contradiction between the urban-rural population and their land use in2020will become more prominent. What’s more, the urban-rural land use and populationdistribution will extremely be not harmonious. Currently Tai’an’s social and economy isdeveloping rapidly and its urbanization level is becoming increasingly high. According tothe survey, by the end of2009, Tai’an city’s urbanization rate has reached47.5%which is15.28%higher than2004’s figure, which is32.22%. The urbanization rate of Tai’an willcontinue to rise in the next few years, more and more farmers will enter the city, and therewill be a need of more urban construction land. However, the rural residential land will not reduce accordingly. This will cause the contradiction between urban and rural land use ofTai’an. So the structure and layout of its urban-rural land urgently needs to be optimized.Thus this paper, taking Tai’an as the research object, intends to study the background andthe theoretical basis of the structure and layout of urban construction land. In this paper,firstly the research methods, technical route will be introduced. Then, the structure, layoutand the space of urban-rural land and will be analyzed, the current situation of urban-ruralland of Tai’an will be described and the relationship between land use and regionaldevelopment will be evaluated. Finally the scale of the urban-rural land of Tai’an from thetwo aspects of urban and rural areas will be predicted.This study will be significant to therational distribution of urban-rural land and the balancing urban-rural development as wellas to the harmonious development of economy and society in Tai’an.
