With the rapid development of industrialization and urbanization, the scale of urban-rural land is expanding unceasingly. However, the majority of our towns sprawl outward disorderly. With this expansion mode, the towns take up a lot of agricultural land, especially farmland, make the contradiction between construction and farmland protection increasingly acute. From establishing a rational, scientific urban-rural development space, it can effectively protect farmland, improve the living conditions of urban-rural residents, and promote the development of regional productivity.Due to the impact of natural conditions, land use in mountainous area is very complex,and it will have a lot of constraints. If the layout of urban-rural construction land is arranged unreasonable, it may cause soil erosion, frequent mountain disasters and so on, so it will seriously affect people's production and living. Therefore, it is an urgent need to combine the features of land use and development characteristics in mountainous area, finding the problems in urban-rural construction land in the process of urbanization growth and proposing countermeasures to optimize the structure and layout of urban-rural construction land.Against this background, the paper takes Chengde City for example, using the combining methods of theoretical and empirical analysis, qualitative and quantitative analysis. First, it uses the multiple regression model and the GM model to predict the urban-rural construction land of Chengde City in 2010 and 2020; then using the spatial analysis function of the software ARCGIS, the paper selects the natural and social factors indicators which affect the urban-rural construction land in Chengde City mostly, and evaluates the spatial suitability of urban-rural construction land to explore the layout of cities and towns in Chengde City.Through research, the paper forecast the demand for urban-rural construction land, and the prediction is feasible and credible through model testing. Affected by historical reasons, poor infrastructure is a major constraining factor in the development of Chengde city. Referring to urban planning theory, and basing on evaluation of the spatial suitability of urban-rural construction land, the paper proposes the layout "One City, five belts", that is taking the downtown area as the core, and forming five town belts alone the traffic lines. Finally, according to the characteristics of urban-rural construction land in Chengde, the paper takes some measures, such as increasing intensive land use, optimizing urban layout, and renovating of rural settlements, to ensure that the structure and layout of the urban-rural construction land develops towards to the optimization program.
